Jenifer Boss, Managing Director for Hayat Brown’s Advisory Practice, is an expert in public private partnership (P3) program development, transaction structuring, and project management. With over 19 years of public sector and advisory experience for universities and all levels of government, she specializes in project selection and delivery, capturing value, partner selection, and risk allocation strategies.

Mark Gilbert is a director in Hayat Brown's Advisory Practice with over 17 years of experience in project planning, strategy, and management. He is passionate about improving the quality of life in communities through strategic interventions. His expertise is in public sector advisory, having worked in strategic planning, real estate portfolio management, economic development, and project delivery at city, county, and state government entities. Mr. Gilbert has an additional 3 years of experience in affordable housing and mixed-use finance and development.

Andrew Bradley is a Senior Associate at Hayat Brown with over 13 years of experience in real estate, public-private partnerships (P3s), and community development finance. He specializes in financial analysis, valuations, market strategy, and structuring complex real estate transactions that align the goals of civic institutions with those of private sector developers and investors. At Hayat Brown, he advises institutional clients on unlocking the value of publicly owned assets and advancing inclusive development.

As co-Founder and CEO of NEOO Partners, D’Angelos drives the firm’s mission-forward development vision, guiding projects that merge market rigor with equity and community purpose. With more than 15 years of experience in real estate, planning, finance, and advisory work, he has overseen nearly $500M in project leadership and helped grow NEOO into a nationally recognized, multidisciplinary practice.

As Director of Planning & Engagement and co-founder of NEOO Partners, Denetrick Powers leads complex planning, engagement, and placemaking efforts through empathetic, data informed processes. With 10+ years spanning community organizing, cultural planning, and public art, he brings a blend of strategic analysis and accessible storytelling to help partners move from vision to action. His practice centers equity and implementability—designing engagements that surface clear choices, build trust across stakeholders, and translate community priorities into decision-ready outcomes.

Lauren Garrott is a Senior Planning Specialist with strong experience in long-range planning, small area planning, community engagement, and project management. She manages complex scopes from kickoff through adoption, coordinating multidisciplinary teams, aligning schedules and deliverables, and keeping stakeholders informed at every step. At NEOO, Lauren advances people-centered planning and engagement efforts, connecting land use, mobility, housing, and economic objectives to actionable strategies and near-term wins.
