    As implementation work continues for the Kirkpatrick Heights-Greenwood Master Plan, the project team has convened a Technical Working Committee to help guide the next phase of work.

    The current implementation effort focuses on translating the adopted Master Plan into actionable next steps through technical analysis, financial strategy, land planning, and infrastructure evaluation. The consultant team, led by Hayat Brown in coordination with TSW and AECOM, is evaluating topics such as existing conditions, transportation and infrastructure systems, market conditions, land use scenarios, capital improvements, and implementation strategies to help advance the vision established in the Master Plan.

    The committee will serve as a working group that provides strategic input, coordination insight, and feedback as implementation concepts and priorities continue to evolve. Discussions throughout the process will focus on topics such as development scenarios, infrastructure considerations, existing conditions findings, land planning concepts, and implementation strategies tied directly to the adopted Master Plan.

    The Technical Working Committee includes representatives from a broad range of organizations, agencies, and community perspectives connected to the future of the Kirkpatrick Heights-Greenwood District and North Tulsa. Members bring expertise in areas such as planning, finance, community development, public investment, and neighborhood leadership.

    Over the next year, the committee will participate in a series of working meetings to help identify opportunities and considerations and provide feedback on project materials as the implementation effort progresses.

    Meeting updates and future engagement opportunities will continue to be shared through the Our Legacy Tulsa website.

    Over the past two years, tremendous progress has been made toward bringing the Kirkpatrick Heights / Greenwood Master Plan (KHGMP) to life.

    In early 2023, the Community Governance Working Group, partnering with national experts and PartnerTulsa, recommended forming a Community Development Corporation (CDC) to lead implementation of the Master Plan. By January 2024, the Tulsa Development Authority Board of Commissioners passed a resolution supporting the creation of an Advisory Committee to guide the CDC’s formation.

    Following a public application process that yielded 41 submissions, a nine-member Advisory Committee was announced in April 2024. Members were selected by a community-led selection committee based on neighborhood residency, relevant skills and demonstrated commitment to the Master Plan’s implementation.

    Throughout the year, the Advisory Committee engaged with national leaders in community development, explored best practices for CDC governance and started the necessary legal steps toward incorporation.

    In October 2024, the formation of the Greenwood Legacy Corporation (GLC) was officially announced. This new CDC has been established to lead and support implementation of the KHGMP. Its founding Board of Directors was selected from among the Advisory Committee members.

    The formal incorporation of the Greenwood Legacy Corporation represents a pivotal milestone in the realization of a long-term, community-led vision for future development in the Kirkpatrick Heights and Greenwood neighborhoods.

    The Greenwood Legacy Corporation is now focused on developing bylaws, building out its team, and creating an operational plan to lead the implementation of the Kirkpatrick Heights / Greenwood Master Plan.
